Background/History: A former United States Marine who saw action in Vietnam, Dutch went AWOL after the fall of Saigon, eventually ending up in Roanapura. There he formed the Lagoon Company/Lagoon Couriers, and makes his living as a middleman, delivering supplies and shipments (and well as engaging in occasional piracy) for anyone who has the cash to pay him. We know little about his past other than these few basic facts, although he does compare Roberta's assault on to the battle of Khe Sanh, meaning he might have actually been there. If he was there, and was (roughly) 20 at the time, then that makes him 47 if Black Lagoon takes place in 1995, and in his early 50s if the series takes place any later. Needless to say, he certainly doesn't look his age.

Dutch is in most Black Lagoon episodes, first appearing in Episode 1, Black Lagoon, but vanishing for the most part in Episodes 19-24 (the Fujiyama Gangsta Paradise story arc) as they occur in Tokyo while he stays in Roanapura.

Personality/Motivation: Benny describes Dutch as "tough, smart, and weird." This is an apt description of his character, as while Dutch doesn't look to get into fights (unlike Revy), he won't shirk from combat if needed. He also manages to survive virtually all the tussles Lagoon Couriers ends up in with nary a scratch afterwards. As for being smart... Dutch is almost as quick on the uptake as Rock, and often can see points Rock makes as soon as he brings them up. He's no fool—as many who have tried to pull as fast one on him have discovered. I'm not sure about 'weird,' but he is a talkative sort, tends to give people nicknames, and can be counted on to keep his cool regardless of what's going on around him.

"When you try and live it up by raising your useless self up on a podium, you end up with a march-loving idiot."

Powers/Tactics: As a former combat vet, Dutch can certainly hold his own in the average gunfight, managing to take down five Nazi thugs in just a few seconds with a pump-action shotgun in Episode 6, Moonlight Hunting Grounds. He's also quite strong and has managed to physically restrain an angry Revy from attacking several times in the series. As mentioned above, he's also rather smart, does a fair job of managing Lagoon Courier's business contacts, and has a fairly close business relationship with Balalaika.

Appearance: Roughly 6'4" in height, Dutch is the tallest regular character in the show. He's bald, well muscled, with a well-trimmed black goatee/beard. He wears small rings in his ears (3 per ear), sunglasses virtually everywhere, and dresses in fatigues (boots, trousers, tank-top, and a vest).

Designer's Notes: As with Balalaika, I based Dutch off of the Military Training Package Deal from 5th Edition Dark Champions. In order to represent his skill at piloting/driving the Black Lagoon, I gave him Hotshot Pilot, although technically, you might want to rename it to Hotshot Helmsman.

To make Dutch tougher, increase his STR and give him either some low-level Brick powers, more Combat Skill Levels, or some form of Commando-style Martial Arts. To make him less powerful, remove Been There, Done That and Quick Fire.
