Background/History: Buggy the clown pirate used to be a pirate with the pirate Shanks, both just new recruited pirates. When they attacked a ship, he discovered a map of the Grand Line on one of the enemy pirates. He hid it away, telling no one.

After the plundering of the ship, the crew rejoiced in a boisterous party. Buggy did not join them, he only waited on top of the cabin fondling his newly discovered Grand Line map. Shanks approached him and began to talk about the future, how one day they will own there own ship. More importantly, Shanks told Buggy about the Devil's Fruit that was found on defeated ship. The fruit along was worth 1,000,000 Berries. He also told him that it gave anyone who ate the fruit, the powers of the devil but also suffered the wrath of the sea. He commented to himself, how can one become a pirate if he can't swim?

The following day, Buggy replaced the fruit with a fake one. He gathered the crew together and displayed that he was a true pirate. He ate the Devil's Fruit. When the fruit didn't effect him, everyone thought the fruit was a fake in the first place and just ignored the findings.

Buggy than planned his escape, he had a Devil's Fruit to sell as well as the map to the Grand Line. He was set to become a great pirate. When he was about to escape, Shanks approached him again. Buggy hide the fruit in his mouth. Shanks didn't notice anything wrong and left without much resistance... only to return a few seconds later with a large slap on the back. This reaction forced the fruit down Buggy's throat. He also feel overboard only to be saved by Shanks. Being the revengeful type, Buggy never forgave Shanks.

Personality/Motivation: Buggy has a big red nose and is detected easily by the bare eye. This is not an effect of the Devil's Fruit, just probably really bad genetics. He is very sensitive about the fact and will attack anyone who even seems like they might be slighting his nose. Buggy is very vengeful, he will strike at anyone even if it isn't there fault, like Shanks and Luffy. He is also quite unlucky, a bad combination with his arch-nemesis Luffy having excellent luck. He is also a well known pirate of East Blue. He is hunted by the Marines and feared by the local population. He is also a man who has ate the Devil's Fruit and when he enters water he sinks like a rock and loses all control of his body.

Powers/Tactics: Buggy ate the devil's fruit and has acquired the wrath of sea as well as the powers of the Devil. He ate the Barubaru (meaning to be cut) fruit. He has the ability to split his body as well as allow others to cut his body. He can an part of his except maybe his head. He is also skilled in a form of knife combat that he uses a three blades in a single hand, each between two fingers. Like most character who have consumed a devil's fruit he has used a few tricks that help him survive in combat:

Buggy does not fight fair. He fights dirty and wishes his crew members to as fight the same way. He will use his powers so that it will give him the greatest advantage. He will also attack from behind with a detached hand.

Appearance: Buggy has a huge red nose that looks much like a clown's nose. In fact, this looks artificial but it is in fact his real nose. A fact that he despises. He has blue face paint covering his face that fortifies his clown motif. On top of his head rests a captain's hat with a jolly roger center. He has two blue tassels that drape from the hat. He wears an orange and green captain's coat with golden embroidering. Underneath, he wears a short sleeved red and white skin tight shirt with a turquoise sash that keeps his light blue hands attached. He wears red and white socks, matching his shirt. He also tends to wear pointed shoes. He is above human average, standing slightly above Luffy.

Notes: Above is Buggy's Parts that he will most likely summon with his "Barubaru Splitting" power. When Buggy splits the cut looks like it is sealed with flesh. Something that I noticed about his splitting powers is that he himself cannot fly, but his parts do have that ability. This means that some form of him must be in contact with the ground. While I did not incorporate this into the point cost, I think it's worth mentioning as SFX.
