Background/History: Sergeant Kemlo Caesar started out as a patrol officer before being promoted up to his present position—delivering the morning briefings and assigning officers their duties for the day. As with many other Top 10 characters, the rest of his origin story is unknown. Presumably he's a hyper-intelligent dog, hence his name, but how he got that way is unknown. He might be a mutant, a lab experiment, or simply from a parallel world where dogs are sentient and speak perfectly good English.

Personality/Motivation: For the most part, Sergeant Kemlo is a fairly nice "guy" (err... dog). He's polite, funny (well, at least he thinks so), and dedicated to his work. He's also attracted to human woman. He apparently has been watching (ogling?) Girl One for some time, since being color-blind he doesn't see the patterns on her body and has realized she's nude ever since he first saw her. Later he gets involved with Annette "Neural 'Nette" Duvalle after saving her from an attack by M'rrgla Qualtz. Annette falls for Kemlo, eventually inviting him to dinner, and then asking him to come home with her. Kemlo, for his part, has no problem with any of this.

Quote: "Young lady, let's have no more nonsense! My whole frame's robotic, and I guarantee you I'll kick your butt harder than you can kick mine!"

Powers/Tactics: Kemlo Caesar is a dog with all the powers and abilities of the average dog. He's also highly intelligent, can speak, read, and otherwise interact normally with society. Most of the time he is inside a powerful robotic frame, designed to give him a humanoid shape. When "wearing" it, Kemlo looks pretty much like a tall, dog-headed, human.

Appearance: Outside of his robotic frame, Kemlo is your average Doberman Pincher. Inside of it, he looks like a tall, gangly, human with a dog's head. He tends to wear red Converse sneakers, trousers, a t-shirt, and some sort of loud and/or elaborately patterned shirt over that (Hawaiian shirts seem common). The t-shirts tend to have such sayings as: "Dog", "K9 Unit", "Who Let me Out?", and "You Fetch It!" He's also worn shirts for the Underdog Fan Club, a shirt with an image of a bone, and one for Ghost Dog: Way of the Samurai.

Designer's Notes: As with many of the Top 10 designs, this write-up is mostly speculation. I took Kemlo's stats from the HERO System Bestiary and added in police skills from the the Dark Champions 5th Edition sourcebook. I'd like to point out that one definition of "kemlo" is "to behave in a highly overbearing, pseudo-omniscient manner" which does describe his personality and method of speaking. Also, "caesar" is the root of such words as "kaiser," "czar," and "king." And we all know dogs named "King," right? (Or better yet, "rex" which is Latin for "king").
