Rugal Bernstein

Background/History: Rugal Bernstein is an international player on the grand scale. Called the "Dark Emperor" by some, he is a business magnate, arms dealer, owner and seller of politicians, people, crime-lords, newspapermen, and almost anything else he takes a shine too. Growing up privileged has made him very self oriented. He began fighting as a child, he was naturally bigger and stronger than other kids. When his father decided he needed "discipline" he sent him to military school, then to an acquaintance of a friend. The old man taught Rugal how to fight well. It was there that he began to achieve his tremendous Ki control. And where he developed his messiah complex.

Rugal has trained for a long time, he organized the first two King of Fighter contests and has fought in two others. Though his power is great, his arrogance always proved his undoing and he's yet to actually win these contests. He has constantly sought more and more power for himself. Once temporarily controlling the Orochi power but this proved temporary and his body burned out like a match trying to control it. However, he would not be stopped there. He had planed for this contingency by having himself cloned. With the world thinking him dead, he slowly recovered his skill (the clone couldn't be imprinted with it, it had to be learned) and weeded his organization of it's "undeserving" and "undesirable" elements.

He also jettisoned his legal holdings, allowing it to be claimed by his children and trophy wife. Since that time he has reclaimed is title of "Dark Emperor", and guided his criminal empire against other heavyweights, like The Lord of Southtown, Shadowlaw, NESTS, The Orochi, The Azteck Nation, and more traditional criminal organizations.

Personality/Motivation: Rugal is a self important pig. And those are his good qualities. While he admires power and skill, he respects no one. He is convinced of his superiority and never accepts defeat. His list of "Cheating Bastards" or "Pretenders" (depending on whether they have beaten him or not) is long indeed, and includes his own son Adleheid. He has some loyal agents, but he's so ruthless that most of his underlings either die at his hand or betray him first.

Quote: "Repeat after me, I'll never take on a god again."

Powers/Tactics: Rugal is all for overpowering and blasting his foes to smithereens. Playing with them as they fall beneath his powerful ch'i abilities or his fists. He reacts badly to being wounded, often going into a rage that makes him do foolish things.

Campaign Use: OMEGA RUGAL BERNSTEIN (The King of Fighters '95/The King of Fighters '98/The King of Fighters R-2): The super powered version of Rugal, where he uses the Orochi power and becomes a blood thirsty monster. He doesn't lose consciousness like Iori and Leona do, but rises his sense of killing. His hair turns white, his eye gets lost, and normally begins acting very weird (roars, rips his own chest). He is very powerful in this version, but this ends up being the catastrophe of Rugal in the end. He also has the Omega symbol (something like a horseshoe) tattooed in his back, as a mark left to him by Goenitz.

Fun fact = Rugal has seemingly replaced Mature and Vice in KOF '98, as now, in one of his victory poses, his two new secretaries (dressed in pretty elegant gray costumes) come to refresh him. Note how one of them even has a cyborg eye as Rugal does! (Now that's fanaticism for ya!)

Appearance: A tall and powerfully built man with long blonde hair, a brown eye and a cybernetic red eye. He has a dark mustache. He tends to wear fine clothes, often red with gold trim. When he fights he goes for comfort and panache, dark green fatigues with a black mesh shirt.
