Background/History: Cathy Frost use to be your normal, average, every-day college student studying chemistry at UCLA. Well, perhaps not so 'normal'. She had always been a bit introverted - preferring books over extended social contact - and was extremely shy, finding it very difficult to talk to others, especially others of the opposite sex. College helped to bring her out of her shell. Here Cathy began to open up, to become active socially. She even began to entertain notions of dating, an idea fueled by far too many romance novels read in the secrecy of her dorm room.
Unfortunately for Cathy, her first (and last) attempt to procure a date ended in disaster. The object of her affections - a member of the UCLA football team - responded to her advances with laughter and derision, calling Cathy a "flat-chested bookworm". Heartbroken, Cathy ran from the encounter,eventually making her way to one of the few places where she felt comfortable on campus, the chemistry labs.
In a somewhat confused and decidedly irrational state of mind Cathy decided that she would make her would-be suitor regret his words for the rest of his life. She decided to end her life by locking herself inside the cold storage room. This accomplished, Cathy settled herself down on the floor and stoically waited to die.
As luck (or unluck, depending on how you look at it), Cathy didn't quite die... Instead, after she passed out from the cold, the metagenetic code written into her DNA chose that moment to activate, rapidly reconfiguring her body's functions to allow her to survive such freezing temperatures. She began to absorb any and all nearby sources of heat, from the freezer lights, the cooling system, even trace amounts from people and objects in the rooms outside.
When she was finally found, Cathy was an icy blue color, and to the amazement of of her rescuers, still alive. She was so cold to the touch, however, that anyone handling her without protective gear ran the risk of developing frostbite. Bundled up in a mass of blankets, Cathy was moved to the metahuman research wing of the local hospital for study.
After several days, Cathy's body finally finished rebuilding her physical structure. She was now a heat sink, constantly absorbing heat and warmth from the local area (an affect noticed by the hospital staff rather quickly). Able to absorb heat, Cathy found she could also project and redirect masses of heat, allowing her to rapidly cool localized areas, or vent a blast of heat capable of burning down walls and wrecking vehicles.
Personality/Motivation: Simply put, Cathy Frost is a sociopath. Her disastrous romantic encounter and attempted suicide have driven her over the edge of sanity. The fact that she was now a bluish color didn't help much either, shattering her already low opinion of her physical attractiveness. Unwilling to blame herself for the actions that resulted in her current conditions, Cathy fixated on what she felt was the true culprit; the man who had spurned her. With her new found powers, she realized that it would quite easy for her to exact her revenge, and she would be able to more than pay him back for all the hurt and suffering he had brought upon her.
Her mind made up, Cathy forcibly left the hospital (leaving a trail of burned and frozen victims behind) and found the man who had ridiculed her. Freezing him (and his friends) solid, she then shattered them into so many shards of ice. It was a this point she started to refer to herself as 'Killer Frost'. Her revenge complete, Cathy vanished, to begin a life of amid the shadows, taking what she wants when she wants it.
As a sociopath, Killer Frost is usually very calm and reserved. She makes her plans carefully and with complete lack of concern for such elements as the local law enforcement or the presence of innocent bystanders. Her main desires is to accumulate large amounts of worldly goods, especially luxury items such as expensive designer clothing and jewelry. Because of her shattered emotional state, however, her attempts to acquire these items are usually performed in extreme settings, where she is guaranteed a large audience to witness her actions (as well as for her to torment if the need arises). She will feel no guilt over these actions, and will commit some very callus actions if she so desires. Her physical condition has convinced Killer Frost that the laws and regulations of 'normal' society no longer apply to her. She is no longer human, so human law has no meaning to her. This makes Killer Frost very dangerous, as she has no compunction about killing or harming innocent bystanders to get her way.
Killer Frost's disturbed mental state also manifests in other ways. She has a pronounced and deep seated hatred for men, especially those she views as athletic 'jock' types. If confronted by anyone Killer Frost decides falls into this category (the boundaries of which are unknown), she will often react with violently, using her powers to disable and kill her targets as quickly (and painfully) as possible. Her favorite tactic in situations like this is to turn her target into a solid ice statue and then topple the statue, shattering it, of destroy it with a concentrated blast of flame.
Spurned once, Killer Frost also has a deeply embedded sense of vengeance. She will no longer submit meekly to the persecutions of others, instead she will hunt down and punish those that have done her harm (or meant to, Kill Frost has been a little hazy on this point). To her, persecution translates to any attempt to interfere with her plans, so law enforcement officials, government agents and superheroes call qualify as targets for her eventual vengeance.

Powers Notes/Tactics: The process that served to keep Cathy Frost alive while locked inside the freezer works far to well. Instead of being able to absorb just enough heat to remain alive, Cathy can absorb an enormous amount of heat over a very large area. Her Change Environment power allows here to lower temperatures over a area two-and-a-half miles in radius. This version of Change Environment has been bought using the alternative rules found in Hero Almanac Volume 2. Thus, characters within Frost's range of Change Environment will lose 5 Recovery and 5 END every 20 minutes until they leave the affected area. Note that the END lost is considered Long Term End, you need to rest for 5 hours to recover that. The Gradual Effect limitation means it takes one hour for Frost's Change Environment to reach full power. It also means that it takes one hour to dissipate once turned off.
Frost can also create a variety of rapid cooling and heat absorption effects. Most of these serve to drain off an opponent's Endurance, often using the stolen heat energy to fuel her own energy reserves. One of Frost's more frightening powers is the ability to cool a living being so quickly as to leave them a frozen statue. The person so affected is still alive, but in a state of suspended animation. Care must be taken to thaw such a person out, as thawing them too quickly (or sharply jostling them) can fracture the icy mass, usually with lethal consequences. She can also cool someone at a slightly slower rate, often rendering them unconscious from the shock. Draining heat from the surrounding air can leave a target enmeshed in masses of ice.
Finally, Frost can vent off excess heat, producing intense heat blasts, or channeling excess heat through her hands, producing temperatures hot enough to burn through many substances. It is these latter two abilities, so seemingly at odds with any of her other abilities, that have confused and startled most of her opponents. Frost prefers not to use them except as a weapon of last resort, the better to surprise whoever she is fighting.
Appearance: Killer Frost stands only 5'2", with a slim figure. She is rather average in appearance, although, with a little work, one would be able to consider her 'pretty'. Her most striking feature is her ice-blue skin and colorless hair. Frost keeps her hair cut short, in the pageboy style, and dresses in expensive business suits - clothing she has usually stolen. Frost also likes to wear large amounts of jewelry, and will usually bedeck herself with earrings, necklaces, bracelets, watches and an assortment of rings.
