Background/History: Randall "Rooster" Fair served in the Marines during the Vietnam War. He received a medical discharge due to wounds received during his third tour of duty, and retired to his old neighborhood in St. Louis to eke out an existence.
Randall watched in frustration as street crews set up shop in public housing complexes, sold drugs out in the open, violently feuded with each other, and preyed on the poor and helpless of his neighborhood. When his nephew James became involved with one of the gangs, Randall tried to intervene and get his nephew out of the gang life. A gang leader had Randall, by now an old man, beaten and left for dead out in the coldest night on record. Instead of freezing to death, Randall recovered and found himself imbued with superhuman strength, the ability to dramatically lower temperatures in people, objects, and areas, and a crippling sensitivity to higher temperatures.
Randall found that he had to spend his days in meat lockers, refrigerated warehouses, or wherever he could find refuge from temperatures above 40 degrees Fahrenheit (the temperature of a typical refrigerator). Ghost Walker discovered Randall hiding in a medical supplies warehouse and helped him adjust to his new existence. Eventually, Randall acquired refrigerated quarters and a new identity - Black Ice.
At temperatures that a normal person finds comfortable, Randall is extremely uncomfortable and looks visibly distressed. His body temperature is such that condensation forms on his skin at such temperatures, making it look like he is sweating profusely. As a consequence, Randall can no longer live a normal life. Randall's wife divorced him long ago and currently lives on the west coast with their daughter.
Personality/Motivation: When Randall was just a normal person, he was powerless to do anything about the corruption and degeneration he witnessed in his neighborhood and elsewhere. Now he has a chance to make things right and to bring the scales of justice a little more in balance. He's started with a campaign against the drug gangs, going after street peddlers and working his way up the organizational ladder to destroy drug sources. As Black Ice, Randall uses his powers to inspire fear and prey upon the criminal element of St. Louis as they once preyed upon the innocent.
Randall's nephew James is now a full-fledged member of a street crew. As Black Ice, Randall sometimes finds himself in the odd predicament of helping keep James out of the clutches of law enforcement, and sometimes assists James' crew in its struggles against rival gangs. James does not know that Black Ice is his uncle.
Powers/Tactics: In combat, Black Ice relies on his hand-to-hand combat training. Black Ice uses his Embrittlement power on obstacles and objects to make them easier to break with his enhanced strength. He uses Bring On The Cold to announce his presence and frighten the criminal element, and Chilling Touch to silently incapacitate targets and for interrogation. He generally avoids of use of Freeze Flesh, using it only under extreme situations.
Black Ice is very sensitive to heat- and fire-based attacks, and quickly runs out of energy at temperatures above 40 degrees Fahrenheit. Really hot days (>90 degrees) can be lethal to him. He cannot use his temperature-lowering powers to avoid these sensitivities.
Campaign Use: Black Ice starts his career going after street-level crime and heads up from there (returning to the street now and again to bust some heads). He eventually bumps up against the organization at the top of the criminal food chain - the Second Syndicate.
Appearance: Randall is a 62 year-old black man with a remarkably robust physique. As Black Ice, he is dressed primarily in black and gray, with black pants, gloves, and hat, a gray double-breasted coat, and a gray mask containing black eye lenses. When in uniform, the only indication of the age of the man behind the mask is a slight stoop in the back and shoulders.
